Legal Question in DUI Law in South Carolina

I'm trying to get my permit back after an loseing it to an dui

17 years ago i lost my driver's permit on a dui.The arresting officer wrote it down that i had a driver's License. Now i can't try for my License unitle i pay restution, and go to a class. why should i pay for something that happen only one time in my life and it was 17 years ago. I need help?

Department of Motor Vehicles has strict rules, and doesn't care how old a DUI conviction is.
