Legal Question in DUI Law in South Carolina

Three strikes and your out or what?

My X had two dui in N.C. He now lives in S.C. and after having the legal right to drive again he gets a new dui he also refused to blow so was in jail for the night.He has CDLs. How bad is this for him and how much will it cost him?
