ticket says underage possesion of beer

cop stopped vehicle for no tag,smelled alcohol in car and said to get out to driver and passenger.they both got tickets for underage possecion of beer. the driver got a blue paper saying six months suspension and the passenger who got dame ticket dod not get licence taken away. both under 21 years of age.the driver took breath alcoho test 2 times.both did not come out right.police officer said he could not read results,so he put on blue suspension paper refuses to take test.motor vehicle dept in columbia said as long as the paper says suspension on it he has to send in 150.00 to them,they will set him up with a hearig date to fight the suspension and send him another form to bring down to local motor vehicle for his temp licence till hearing is all over and he gets answer in mail. they said if under 21 you will propablu loose hearing anyway.this temp licence ssays it will be 100.00 for it. the blue paper they gave him from ploce dept that says susp on it is 6 years old and there are many things didd on it. This paper says it is only 30.00 dollars for temp licence. they said it is really 100.00 now.The original ticket has nothing about dui,oen container,said he has to go to adsep to get licence back.please help.have no money.thanks

It sounds like you pretty much understand it. Its confusing but obviously you have read it and know what needs to be done. Its not fair, but its the law. There is no other way around it. The fees have to be paid.
