if pictures are taken proving someone is breaking a court order does it have to be a liscensed private investigator to provide the pictures or can it be anyone?

Evidence of a violation of a court order can come from anyone with first-hand knowledge. So, if photos are being used, the person taking them can introduce them at a hearing, and that person is not required to be a licensed private investigator.
However, if the person has any bias at all (such as being a friend or family member), then his/her credibility can be questioned. That is one reason that it's better to use a licensed investigator, plus a professional will usually get you better (i.e. more helpful) evidence.
