I want to adopt my granddaughter who lives with me but her mother won't sign away parental rights.

If the parents won't cooperate with you, then you will need to try to terminate their parental rights as the first part of the adoption process. Whether you will be able to do that or not will depend on the specific facts of your particular case. If the parents will cooperate, then the process is much simpler and quicker.
