Alimony Arrears

My ex-husband is in arrears with my alimony.A life insurance policy was also included in the settlement. The policy was terminated for non payment a year before the mediation on my divorce, my ex husband lied to all the lawyers he still had the policy.My lawyer tried to serve him unsuccesfully. My ex has also had someone forge my name, DOB and Social Security number to get his Annuity Fund.His former employer said they scan the documents then destroy them, so I am unable to find the state where the documents were notarized. The police in Charleston, SC say I can't file charges until I find what state.My ex-husband still has a residence in SC.Can I put a lien on his property until he pays me the back alimony? My ex husband seems to think he is above the law.No one seems to be able to give me an answer. I am staying with my son in CA, and can't afford to go to SC to get any satisfaction. I would appreciate your help. Thank you.
