Child Custody
I have two children from a prior marriage. I currently have custody by law. The non custidial parent has visitation but has not made any attempt to see the children or pay child support in two years. I have to relocate due to my job (military) and want to take my children with me but he is against it. How easy would it be for me to get full/sole custody of the children to recieve passports. And what steps do I need to take to ensure I am not breaking any laws.

If he is not visiting or paying support, then it is likely that the Court would allow the children to relocate with you. As for the passport issue, you should check the U.S. State Department's website to view the requirements and issues surrounding them.
