If child is in state custody and only father completes case plan,does mothers rights get terminated?

The Court generally treats each parent separately when it comes to determining whether or not to terminate parental rights.

If the father completes his treatment plan, then the child may be returned to or placed with him. If the mother does not complete her treatment plan, the Court may terminate her rights.
