Can I deny my childrens father visitation if he does not pay child support and never has?

The Court views child support and visitation as separate (though related) issues. The failure to do one does not justify the failure to deny the other. It's like the old saying that "two wrongs don't make a right." Therefore, the short answer to your question is "no."
