My exhusband owes over $5000 in back child supoort and he don't see our child but maybe twice a year. Can I take all parental rights from him?

Two of the ways to terminate someone's parental rights in SC are to prove that he/she has willfully failed to visit and/or provide financial support for over six months. However, the Court still has to find that it is in the child's best interest for the parent's rights to be terminated.
