what rights does a non-custodial parent paying child susport have? also does the non-custodail parent have visitation rights?

A parent has certain rights to his/her child, regardless of whether he/she is the custodial or non-custodial parent. If you don't have custody, then you should certainly be entitled to visitation with the child, unless there is a compelling reason not to do so (i.e. threat or danger to the child).
I assume from your post that the custodial parent went through D.S.S. to have the child support obligation established, and as you probably now know, they don't do anything with regard to visitation in that process.
