Legal Question in Family Law in South Carolina

Is this considered neglect

My daughter recently tried to make a necklace out of a shoe lace and when I tild her to put it up, she got mad and pulled it across her neck and it left a rope burn on the back of her neck. Her father said that I need to pay more attention to her and that it was very neglectful of me to allow her to put things around her neck. Is that neglect on my part or is that just a kid being a kid? What can I do to stop this herasment? His sister works for a local attorneys office and his aunt is a clerk and always seem to pull strings in his favor and I dont know what to do.

Without knowing more, it's difficult to say with any certainty whether this one incident is abuse or not. However, it is unlikely that any Family Court judge would think that it's a good idea to let children tie things around their necks, so it's probably questionable parenting at best.
