My ex has custody of our children. I am ordered to pay child support but the children reside with me full time. He will not drop the CS and he has moved and turned his phone off. He has no contact with the children or very little every few months.

If the children reside with you full time, then you should consider bringing an action seeking custody, which will result in his having to pay child support to you.
