Deployed Mother and Father

I have a Soldier in my platoon we are deployed to Iraq she has a child from someone that has only seen thier child maybe 15 times in the past 10 years. The child is staying with her brother who has special power of attorney for school and medical. The child visits her Grandmother (the fathers mother)every 2nd weekend of the month. During this last visit the Father took the child away from SC to TN. There was never any Custody paper work done just Child Support. The father told her that he is going to court to get Full Custody of the Child. Can he do this and is there something legal that She can do from Iraq to stop him if he is able to do this. This person needs a lot of help fast. She needs to find a lawyer in SC to start the process there. I would also think that she might want to contact the JAG office to see if there is any assistance there. Surely some SC attorneys will help in this situation, if it's the way you describe it.
