Divorce and corruption in South Carolina
My step-father is in a messy divorce. Yesterday, he was arrested for not paying the dues of an agreement that was overturned before it was re-established by yet another judge. Here's the agreement: wife gets a portion of salary while working for government, then, when retired, wife gets a portion of that. The judge that got him arrested ruled that he should have been paying both, the portion of the salary AND retirement income from being retired. I'm thinking my step father has a (very) bad lawyer, the ex-wife is paying people off, or he's not telling us something. What should be done to alleviate this?

If your step-father is not satisfied with his attorney, then he should seek to find someone that he feels more comfortable with in representing him.

It sounds like he is not telling you something. He probably was supposed to pay alimony and split his retirement with her. That is pretty standard and not following a court order would put him in contempt of court.
