divorce and moving abroad
my boyfriend is seperated from his wife, he lives in S.C, which says a couple must be seperated for one year prior to filing for divorce. His wife is a German citizen and has moved back to Germany. She has been getting finacial support from the German government, who now wants my boyfriend to pay back all that she has been given. He did not tell her to leave and she never asked him for finacial support. Is there anything he can do?

Your boyfriend should consult with an attorney to discuss filing for divorce. If he can prove the necessary ground(s), then it doesn't matter whether she consents or not.
Further, she will need to make an appearance in order to request financial reimbursement or any other monetary issues, which is unlikely as long as she is in Germany.
I would note that he may encounter some difficulty with regard to serving the necessary papers on her, as service outside the U.S. is tricky and sometimes very expensive.
