do Grandparents rights exsist in south carolina&do they apply to a grandparent who never saw the child in 15years?

It is possible under very limited circumstances for grandparents to get visitation through the Court with their grandchildren, but it is not easy to do. The "short" answer is that they must prove the parents to be unfit and that it is in the children's best interest for the visitation to be ordered. Those are not easy elements to prove.
