What can a father do if he has court ordered supervision of his minor children and the mother refuses to let him see his kids?

He can (and should) file a contempt action against her to enable the Court to enforce the terms of the Order. He could also use her contemptuous behavior as a basis to seek custody, should he desire to do so.
