if a man signs over all his rights to a child, does he still pay support for that child?

"Signing over" rights is only part of the process of having your parental rights terminated. Once they are terminated, then you will not be required to pay any future child support, nor will you have any other rights to the child. However, simply signing a "Consent and Relinquishment" by itself does _not_ terminate your rights.
