my friend is having a baby and her and the father wants to sign over all rights to me what is needed to be done to do ths

The Family Court will not let someone voluntarily terminate his parental rights unless it's part of an adoption action. If he wants nothing to do with the child and the mother is o.k. with that, then they can agree to that arrangement between themselves, but the Court will not order it.
