Legal Question in Family Law in South Carolina

I have a friend that had a child with a lady in Pennsylvania and now the lady wants for him to give up his rights ans take his last name from the child to her last name. I want to know how to go about doing it with out going to the state of Pennsylvania.

If the mother and child reside in PA, then that state will have jurisdiction over these issues.
