Legal Question in Family Law in South Carolina
If i have full and sole custody of my children can I get them a passport for Mexico without the non custodial parents consent since he has no legal say in the children's lives?

You need to check with the Dept. of Homeland Security to see what their current policies are regarding the issuance of children's passports. This is a federal issue, and not a state one, and they are in the best position to answer this question for you.
