grandparent raises children, needs help with custody

My mother has raised my sister's children almost from birth. (11 & 8yrs) During the first yrs of parents marriage they spent 80% of the time with the grandparents. No hot water, heat etc at home. Since age 3, the oldest has lived 100% with the g-parents. She is ADHD & has learning disabilities. Her g-mother has spent countless hrs at school, counselors, & home helping her deal with problems. Since age 5, the 2nd child has lived 100% with the g-parents. The parents divorced & started new families. The father hasn't paid child support in 3 years. The mother doesn't support them either. She is in an abusive marriage & has 2 more children (age 2 & 9mo.)that she is in danger of losing. Neither will sign custody over to the g-mother. The g-father passed away recently, but did provide for her & the children's future. She is 67 yrs old & is the ONLY one who support them. I help out. She thinks she may have trouble because of age & being widowed. There are numerous people (teachers, doctors, counselors, psychiatrist) who will testify on her behalf. She doesn't want to start something if they will be taken from her. Any advice would be appreciated.

It doesn't sound like you would have any trouble proving that the grandmother is suitable to raise the kids. What you would have to prove, is that the parents are "unfit" to have custody. If this helps, I would suggest that personally contacting a lawyer be your next step.
