Guardianship question

On what grounds would a sibling be able to request custody of another (much younger) sibling?

Also, what exactly deems a parent unfit?

The sibling would have to show that it is in the child's best interest to have custody taken from the parent, which wil typically require a showing of unfitness. The concept of unfitness is a "common sense" one, that being he/she does or allows things that are contrary to the child's best interest.
