Can husband file an abandonment charge against wife if she leaves the state with children without consent?

You can do that, but that's not your best course of action. Your best course of action will be to file a custody case and use her removing the child from the state as one of your reasons to get custody. "Abandonment" refers to a divorce ground, and it's one that is never used anymore for several reasons.
