Legal Question in Family Law in South Carolina

My husband and I have been sc foster parents for 5 years and we want to adopt a child. however she has split personality can we ? Thw child has lived in our home for 3 years now. To up root this child from a strong attachement bond would hurt the child. My wife is recieving help. Where does the law protect a child whom has been in a foster home for 3 years, loved , wanted and careful for and never had no problems to be able to adopt the child. The child has live with us for 3 years do we have any rights to adopt this child ?
