Can I volunteer and put my child on my insurance or get insurance for my child to lower my possible child support rate? My wife has insurance on her now, but I would like to put her back onto my insurance.

The child support guidelines take the cost of insurance into account in such a way that it doesn't matter which parent pays it. The real questions that matter are the quality of the coverage and the cost of the coverage, not which parent pays it.
In other words, if she is carrying the insurance now, then you are paying a little more each month to her, with part of that going toward the insurance cost. If you carry the insurance, you would pay her less each month, but again you would have to pay the cost of the insurance itself too. Your out of pocket cost each month would be approximately the same either way.
If you can get better insurance at the same cost or the same insurance at a lower cost, then you should seek to carry her yourself.
