Legal Question in Family Law in South Carolina

My kids were removed out of my home and put into their fathers home whome which can't pass a drug test and is runing from the law and the kids are sick,have had head lice and are behind on their shots I have visual and auditable proof. Of this and hav tried to report it but they won't listen. I am a can and can pass a drug test and have no criminal record I'm lost and need help asap I need and want my babies back and how do they have the right to do this to me
