Is there a lawyer in South Carolina that would be willing to help poor people who can't afford a lawyer but took responsibility over sisters kids when the state wouldn't?

There are places and programs to help those who cannot afford an attorney. You should check with South Carolina Legal Services and/or the SC Bar Pro Bono Program to see if either can assist you. I wish you the best of luck.
