Parental Rights

My Fiance, has another daughter who he pays child support to, but has never seen, nor is his name on the birth certifacte, he wants to give up his paretnal rights, his ex and now married and all are living in flordia. Can he give up his parental rights, without her asking for them to be given up first?

The short answer is "no." Someone must petition the Court for the termination, and the Court would not let him do so upon his own request absent very extraordinary circumstances.
