what is the procedure to get a child's last name changed to their stepfather's last name without adoption?

You will need to petition the court to have the name changed. This will include filing a petition with the court, serving the natural father with the summons and petition, and asking the court to appoint a guardian ad litem to represent the child's best interest. Once the guardian ad litem has finished his report, you will need to request a hearing. Call my office with any questions at 843-267-0906.
