Reinstatement of parental rights

I am asking this on behalf of a very dear friend who is currently in the military and fighting in Iraq.

A woman tells a man that she wants to have a child with him. They are unmarried. He gets her pregnant, believing that she loves him. She then tells him that she wants nothing to do with him, and coerces him into relinquishing his parental rights, though he does want this child. The woman does not want the child, and has told the father as much, but will not abort because of her religious beliefs. The father wants to raise the child himself with his future wife. Now the woman he got pregnant will not respond to his attempts to contact her. He is a soldier, currently deployed to Iraq, and wants to know what his options are in attempting to reinstate his parental rights.

He needs to be prepared to file an action seeking custody of the child as soon as the child is born. His parental rights cannot be terminated under SC law until after the child is born, so the timing of everything here is very important.
