Relinquish my rights/child support
I am the father of a 3-year-old girl whom I have never seen. Nor do I feel any emotional attachment to. If I relinquish my rights, under SC law will I half to pay child support? Can the mother, whom has known where I work and live and never bothered to contact me in the past 3 years, sue me for child support?

You cannot relinquish your rights just because you want to do so. The Court will only terminate your rights if there is someone wanting to adopt the child to assume your rights / responsibilities.
