In South Carolina how can a prior court order be modified if it allows for a father to file a child on their taxes every other year, but the father moved out of the State thereby not meeting the federal guideline to file a child since the child has never lived with him and the IRS has already ruled on this issue finding that mother is the only one with a right to file the child?
