in the state of SC does a father have any rights to his child if he is on the birth certificate and the mother moves out of state and left the child in SC with her mother

If the parents are not married, the mother has sole custody by statute until and unless the Court says otherwise. If the father files an action for custody and can prove that the mother doesn't have the child with her, then he certainly has a chance at getting custody of the child.
