Can they stop visitation?

My parents have legal visitation w/my nephew throught the courts. My nephew abused another child and was reported and now my sister is saying my folks can't see him and that DSS, which made a visit, told her to not let my folks have him. Is this something DSS would do? I know that she legally doesn't have a leg to stand on since this is a legal agreement btwn the two parties but would DSS do so? He did abuse a child while he was w/my parents but this child has not been near him since.

There is no telling what DSS will do in any particular case, as they are not consistent. If your parents believe that someone is violating the terms of the Order granting them visitation, they can file a contempt action to have that Order enforced.
