Legal Question in Civil Litigation in South Carolina

Leash Law question

I have a fenced in yard,inside the Easley,SC city limits.My neighbor has a dog he lets run free,despite the leash law.His dog comes to my fence and antagonizes my dogs all the time {my dogs never leave the fence}.My dogs are 12/5 years old,never bothered anyone or another animal.One day last week the neighbors dog was standing outside my fence barking at my 5 year old dog,my dog got a running start and bowled under the fence at a weak spot{this has never happened before,NEVER}.Now that I know the fence has a weak spot,I have fixed it.My dog ended up hurting my neighbors dog pretty good.My neighbor has asked me to help pay the Vet bill.My question is: Since my dog was in his fence,and the neighbors dog runs free{despite the leash law} am I responsible for part of the monetary damage? The attack happened outside my fence,but was still on my property between the fence and the curb. Once more,my neighbor neglects to follow the leash law,whereas my dogs are always in my fence...most of the time in my house.Does his breaking the leash law make him solely responsible for the actions and repercussions of his animals behavior?
