We have a neighbor who has harassed us via email over the last 2 years. The emails consist of subtle threats from turning all the neighbors against us, racial overtones to shooting our dog. We have not responded either verbally or email to these threats. Within the last year this neighbor has been charged and found guilty of (against another individual) destruction of property, communicating threats and unlawful use of a telephone. Within the last year he has been charged in another state of 1st Degree Murder but currently out of bond. In the last few months his harassment has included riding up and down the street shouting out and making gestures to us if we are in our yard. Twice now when passing us on the street he has gestured his vehicle as though he would cross the double line to run into our vehicle. We insisted with the local Sheriff to take an incident report recently but we are at wits end as to what legal recourse we should take. We are concerned for the safety of our family.

You said that you "insisted" that the local sheriff take out an incident report but you never said if they did. It would appear that some of what your neighbor is doing could be criminal. You need to consider pursuing an arrest warrant with the sheriff or the police. If the deputies will not do it then you need to contact their supervisor. You can also contact the county solicitor's office and you can go to the county magistate's office. Good luck
