my sister in law told me that she is going to be my husbands power of atterney, we have been married 15 years do I have any say or any rights in this matter?

You might, but it all depends on the type of Power of Attorney, what its purpose is, where it is going to be used, etc. You need to have a consulation with an attorney that practices that area of the law.
