Roommate moving out without paying rent or bills...can I sue?

My previous roommate moved out and a new one moved in. Problem is, the new one refused to sign the lease contract which would remove my old roommate's name from the lease and replace it with my new one's name. One month after our lease is up, we still haven't signed the new lease, and my new roommate moves out without notice, leaving me with rent and bills that need to be paid. Late fees have added up, and I now owe a large amount of money for a 19 year old. The things is, the new roommate never had his name on any of the bills or anything, but I have plenty of people that know he lived with me. I've asked several times, but he refuses to pay up what he owes. Can I sue? If not...any advice on getting my money?
