Legal Question in Immigration Law in South Carolina

I am an American citizen, my wife is from Ukraine and has a conditional green card, she has not yet received citizenship. We have an 8 month old child together, who was born in the U.S. My wife wants to visit family in the Ukraine with our daughter. Her family has expressed a desire to raise our daughter in Ukraine. My wife wants me to sign and get notarized a paper, allowing her to travel out of the U.S. with our daughter and has at times spoken of not returning my daughter to the U.S. If I travel out of the U.S. with my wife and daughter or if my wife travels out of the country with our daughter, what can I do to ensure that my daughter (a U.S. citizen) returns?
