Legal Question in Immigration Law in South Carolina

U.S Citizen wanting to marry U.K. citizen

I am currenty in the U.S. and a U.S citizen and he is in Scotland and a U.K. citizen.We want to get married as soon as possible and with as few problems as possible.Ive read its easier if he comes here and we marry is this true? Financialy we are working on a limited budget so money is a issue also. At this point in time we do not care which country we live in afterwards as long as we are together so thats a issue also. Which country could we get married in and legally be together more easily?

Entering the US on a tourist visa or visa waiver with the firm intent to marry and apply for lawful permanent residence could be considered visa fraud.
