Diversity Lottery Fraud?

My husband has ''won'' the diversity lottery, but they are asking him to provide a sponsor, in addition to me. They also told him that the sponsor would have to have enough income to include me (even though I am American. As of April 1, 2005 they changed fees (by twice as much) and income requirements for sponsorship. My income for the whole year is now $300 short, even though we met the requirements when he was selected, up until 1.5 months ago. We feel this doesn't sound right. Isn't the diversity lottery for special cases and not subject to spousal or employer sponsorship? I have no family and we have spent all of our money just trying to be in the same country. We thought the ''lottery'' was just what it said but now because of $300 they are holding his passport until he finds this sponsor. A friend of his in his country is a lawyer and they say this is illegal. Is it? and if so, how do we fix it so he can travel. He has only a couple of months to fix it or he cannot travel. We have spent a year and half of our life and all of our resources. We have no money. But i need the legal facts on hand to fight this. Please help.

If you cannot meet the poverty line, then you need to have a family member or friend to be the co-sponsor. As an alternative, you can also use your property to make up the difference.
