cant the police get your auto insurance information if you dont have it when they pull you over?

No they can't. How could they? They have no idea who you are insured with, whether you paid your premium last year, last week, yesterday, whether you failed to pay it or even if your check didn't clear and consequently you premium was cancelled. They would have no idea who you got insurance with or whether you switched insurance companies. So no, they can't. Their job is to check that everyone driving has insurance and its the driver's responsibiliy to be insured and carry a little piece of paper that says they have insurance. As with most laws, that's fair.
