Breach of Confidentiality

My husband's boss joked about my husband's medical condition on numerous occasions in front of employees when my husband was not around. His boss even said something to me about my husband in front of MY boss on my lunch break! This has caused my husband a lot of distress because his condition has to do with depression and anxiety. What can be done? This is a state job.
