Refusal to Release for Promotion
If a manager signs an approval form to allow a subordinate to apply and interview for a job which will be a promotion, does the same manager have the right to decline to release you for the promotion? Company policy (HR) says once the approval form is signed by management, hiring manager and previous manager must come together for an appropriate release date.
