Any intrusion that invades a tenant's reasonable expectation of privacy would be an unlawful invasion.

Most leases provide for emergency access and health or safety access upon reasonable notice ( unless providing notice would be futile or inappropriate- say,in the event of a gas leak or electrical short).

Of course, inspection and access should only be limited to the necessary intrusion and is not an invitation to "inspect" papers or records of the tenant, or "surprise" shower inspections when in use.

A case by case analysis will normally be applied by a judge or jury.

If you have a specific example I would be able to give you a limited opinion on it. I have 25 years experience as an advisor to landlords and property managers.
