Legal Question in Personal Injury in South Carolina

broken handrail

I was injured at SC state office bldg when hand rail broke away from the wall, I did not fall but twisted and inj'd rt hip/leg. Is it true they are exempt from paying my med bills if they were not aware the rail was broken?
