Accident involving a car and commercial truck

If there was an accident where a truck, which was carrying prohibited chemicals, was hit by another driver of a car who was talking on their cell phone and going over the speed limit who would be liable.

Generally speaking, the person who was talking on the cell phone would be liable. However, there are some special circumstances where someone that carries dangerous cargo could also be liable. Its hard to tell given the few fact you provided if that applies. Your welcome to call. Robert Johnston.
