There are different types of warrants. In your friend's situation, a Bench Warrant is an order from the court to the police to pick up the person and take them to jail an hold them there until the matter can be resolved. Your friend can contact the court and see if arrangments can be made to get the tickets paid and at the same time have the warrant lifted. But tell your friend not to do this until consulting with an attorney who can ask the necessar questions to be sure this is the best thing to do. Each case is different and will often be handled differently.
